Summary
This subarea, despite its name, is geographically in the center of the city. It has some of the area’s oldest neighborhoods and has proximity to all of the major employment centers. Its location relative to the rest of the city has catalyzed reinvestment within the subarea, but more is needed.

Implement bike/pedestrian connections between Downtown and the Lowe Mill neighborhood. Potential routes include Governors Drive, Clinton/Seminole, and/or a dedicated bike/pedestrian project such as a bridge or tunnel.

Support implementation of the Greenway Master Plan, with priorities including development of the STEAM Trail (linking Lowe Mill along Ninth to the Space and Rocket Center), and connections to Brahan Springs and John Hunt Parks.

Acknowledging its importance as a gateway into Downtown, partner with property and business owners along the western portions of Governors Drive to encourage redevelopment of aging commercial and industrial sites.

Introduce mixed-use zoning categories like C-6 to allow for development of neighborhood-serving nodes at key intersections.
